Open Question: Can a bar legally charge 1 cover price and offer unlimited drinks in Illinois?

Was thinking of charging a nominal fee to enter the establishment and offer free drinks with the exception of certain premium drinks, anyone that would not want to pay that fee would be required to pay a minimum fee for entrance but would have to pay full price for their drinks....Is this legal in Illinois, I know you cant offer free alcohol but they would be paying for a bottomless beverage in advance at the door....
